I. Project Overview
Located in the Dalian Changxing Island (Xizhong Island) Petrochemical Industry Base, the Dalian Hengli Petrochemical Project (Hengli Dalian Changxing Island Industrial Park) is the first major private refining-chemical integration project commissioned among China's seven major petrochemical bases. It stands as a landmark engineering project for the revitalization of Northeast China and is fully funded and constructed by the Hengli Group.
Construction Entity: Hengli Petrochemical (Dalian) Refinery Co., Ltd.
Total Investment: Approx. 99 billion RMB for the refining-chemical integration phase; cumulative industrial park investment exceeds 3600 billion RMB.
Core Capacity: 20 million tons/year refining-chemical integration, 17 million tons/year PTA (world's largest), 1.5 million tons/year ethylene (world's largest), and 1.8 million tons/year ethylene glycol (EG).
Key Milestones: Launched in 2017. The first crude distillation unit (CDU) received feedstock in December 2018, and the full process flow was successfully completed in March 2019. It took just 19 months to build and 3 months to commission, setting the fastest record in the industry.
Value Chain Positioning: Establishing a full value chain of "Crude Oil -> Aromatics/Olefins -> PTA/Ethylene Glycol -> Polyester New Materials," achieving a complete coverage from "a drop of oil to a piece of fabric."

II. Core Units and Production Capacities
20 Million Tons/Year Refining-Chemical Integration: Utilizes a full-hydrocracking process following the principle of "maximizing chemicals, minimizing refined oil products," primarily producing PX, ethylene, propylene, etc.
17 Million Tons/Year PTA: The world's largest single-facility capacity, ensuring self-sufficiency in polyester raw materials.
1.5 Million Tons/Year Ethylene: The world's largest cracking unit, supporting downstream chemical products.
5 Million Tons/Year Coal-to-Chemicals: Produces syngas and coal-based ethylene glycol, achieving "oil-coal integration."
Aromatics Combined Unit (4.5 Million Tons/Year): The largest in China, serving as the core source of PX.
Dalian Hengli Petrochemical VR Safety Experience Hall
The Hengli Petrochemical VR Safety Experience Hall serves as the core carrier for HSE (Health, Safety, and Environment) training. It belongs to the Hengli (Dalian Changxing Island) Industrial Park Training Center, which was commissioned in November 2024. Positioned as a three-in-one platform integrating "Chemical Full-Risk VR Immersive Training + Physical Kinesthetic Experience + Intelligent Assessment," it serves over 30,000 employees and contractors across the park, supporting safety management and control for high-risk operations in refining-chemical integration.
I. Basic Profile
Location: Inside the Hengli Petrochemical Industrial Park, Changxing Island (Xizhong Island), Dalian.
Commissioning Date: Construction completed in October 2024; officially inaugurated for operations on November 3, 2024.
Area: The training center covers a total area of 2,000 m2, within which the dedicated Safety VR Simulation Training Area occupies approximately 300 m2.
Construction Entity: Safety Management Research Institute of Hengli Petrochemical (Dalian) Refinery Co., Ltd.
Core Objectives: To facilitate Three-Level Safety Education for new employees, special operation certification, and specialized training for high-risk operations (hot work, confined spaces, work at heights). The goals are to achieve a 100% training coverage rate and reduce the violation rate to 0.2‰.
II. Eight Functional Zones (Including VR Core Zone)
The training center consists of eight functional zones, with the VR Safety Experience Hall acting as the core module:
Culture & Cognition Zone: Features safety policies, major hazard sources (32 items, including ultra-high pressure risks in hydrogenation units), and accident case warnings.
HSE Basic Experience Zone: Includes safety helmet impact tests, safety harness fall prevention, electric shock simulations, and PPE donning assessments.
Specialized Safety 3D Simulation Zone: Offers 3D walkthroughs of refining units, equipment hazard identification, and process anomaly troubleshooting.
Specialized Safety VR Simulation Training Zone (Core): Provides immersive VR experiences of 12 categories of high-risk chemical accidents.
Mechanical, Electrical & Instrumentation Cognition and Maintenance Training Zone: Offers hands-on operation simulations for pumps, valves, and instruments.
Process Simulation Training Zone: Provides DCS simulation operations for crude distillation, hydrogenation, and PX units.
Comprehensive Competence Discussion Zone: Used for safety emergency plan drills, accident reviews, and emergency command training.
On-Site Practical Operation Unit Zone: Features practical training for fire extinguishers/hydrants, CPR (Cardiopulmonary Resuscitation), and leak sealing.
III. VR Core Zone: 12 High-Risk Chemical Scenarios (Immersive Experience)
Utilizing 4K VR headsets, motion platforms, and audio feedback, this zone replicates the Hengli refining site at a 1:1 ratio, covering high risks across the entire process:
Fire & Explosion: Tank farm fires, hydrogenation unit explosions, dust explosions, and fires ignited by hot work.
Leakage & Poisoning: Toxic gas leaks (H2S/benzene), poisoning and asphyxiation in confined spaces, and hazardous chemical corrosion.
Mechanical Injuries: Pump body crushing injuries, conveyor belt entanglement, crane rigging collisions, and equipment blind spot injuries.
Falls from Heights: Falling during tower/column maintenance, scaffolding collapse, and platform slips.
Electrical Safety: High-voltage electric shocks, cable aging/short circuits, and non-compliant distribution box operations.
Emergency Evacuation: Thick smoke evacuation during fires, emergency shutdown of units, and evacuation from toxic zones.
Experience Workflow: Put on VR headset -> Immerse in and "personally experience" the accident scenario -> Interactive emergency response (firefighting/leak sealing/evacuation) -> Data-driven scoring -> Automatic archiving of training records.
IV. Core Features (Industry Benchmark)
